Governance
The Parochial Church Council (PCC) is governed by two pieces of legislation, the latest available full text of which can be accessed from here: Governing Documents of PCCs - Parish Resources
The Parochial Church Councils (Powers) Measure 1956 as amended.
This defines the principal function, or purpose, of the PCC as "promoting in the parish the whole mission of the Church".
And
The Church Representation Rules (contained in Schedule 3 to the Synodical Government Measure 1969 as amended).
These are the rules that govern local, diocesan, and national governance of the Church of England.
The St Wulfram's PCC, chaired by the Rector, typically meets six times a year. The PCC comprises the clergy licensed to the parish, churchwardens, readers, our elected lay representatives on Deanery Synod, Diocesan Synod and General Synod, and lay representatives who are elected at the Annual Parochial Church Meeting (APCM) (nine in 2026). The PCC may co-opt members (two in 2026). Churchwardens are elected on an annual basis at a joint meeting of the parishioners (those on the church's Electoral Roll and the residents of the parish whose names are entered on the register of local government electors). The APCM elects the Parish Safeguarding Officer, Assistant Parish Safeguarding Officer, and Electoral Roll Officer. The PCC's lay Vice-Chair, Secretary, Treasurer and Assistant Treasurers are appointed by the PCC on an annual basis.

Each PCC member serves on at least one of the eight PCC committees, known as sub-groups: Children & Youth; Creation Care; Fabric; Finance; Licence Management; Mission & Social Responsibility; Safeguarding and Social. The membership of most sub-groups also includes members of the church community.
